Nice idea! I guess if there was a storm it could be 'persuaded' by certain air chemicals to generate a twister which then could be used for an energy source. I have seen very localized tornadoes which stayed in one spot for a long time. If you add some sort of tractor beam or force-field to hold the storm in place, that would be kinda cool!!
